Who do you think this woman was?

I was watching the parade, and then there was this teenage boy with his brothers, giving out candy. Then someone who's watching starts taking pics of them. Then she goes up to him and gives the one who's walking a hug, and then she gets into the float. What the hell? Do you think that's there mom or some pedophile? Someone say that she's their mom..but why would she hug him?
